Hey @firepower, the point with attention rate is that it basically filters out bidbot users - attention rate is calculated through votes(both number and weight), resteems, comments and actually engagement.
So bot users usually lack every bit of these and end up being pushed down. :)

Yes, it is very difficult for minnow get their post on trending page. Whales write good quality post and they have huge fund to promote their post through bidbot..I think that is not fair with minnow on steem.
