Depends on what you mean by negative? Is a comment where you criticize or disagree negative? If so, i have written many negative comments and have received negative comments. If others agree with said "negative comment" they could upvote the comment. I have earned SBD by others agreeing and voting on what you call negative.

Sorry, I should have clarified - negative was the wrong term. For example: someone posts an article on personality disorders. Someone else want to respond with a civil criticism of the DSM. I'm saying, even though it might not be true, the comment section is so sunshine and rainbows, they feel their criticism would be unwelcome, and maybe even cost them some rep. And I think in some communities that's true.
Outright malicious asshole behaviour should obviously be disciplined to some extent.
i understand what you mean. . it takes a certain type of personality to stand up to a post about nonsense with a bunch of sunshine rainbow supporters, i personally do it all the time though. . Especially the propaganda/conspiracy/hidden agenda whackos. :)
Haha yeah I'm being pretty hypocritical with this post, I'm entirely guilty of what I wrote above. But like if its say a fiction piece and everyone was commentin' havin fun' talkin' bout their favourite characters (impressively while simultaneously rolling around in ecstasy) and shit even the most minor constructive criticism would have the tonal equivalent of taking a shit in front of the line of registers at Walmart.
