Labor's luck is an ability the land cards get at max level. When you have a card with Labor's luck assigned to a plot you get a chance at pulling a gold or black foil land card each time you harvest. I have 3 going but nothing yet :)

There was a window to craft them, they all got crafted in a few days, now you can only buy them off the market and the market's pretty thin.
Ah crap, I must have totally missed it then. That sucks.
They boost production on the plots they're assigned to, so definitely worth looking into. It was a very popular promo so I'm sure they'll do it again at some point.
