You can detect steemfollower users without specific programs. Its enought just check a history in steemd.com by a person. By steemit.com rules, ONLY accounts who have 500SP or more can manualy edit SteemPower % and make a various strenght votes .

Steemit.com will power down all accounts, Steemit needs more steem power to create more accounts. Create 2 accounts and don't use steemfollower by one of them.
you will see both of them will get lower steem power.
Creating account needs ~27 sp to delegate. steemit can't use 14 sp by default.
Please try with some accounts, then answer this comment.
