I think that might happen in some instances, but in the larger picture I think most will be holding or powering-up. I look at it like this. If you gamble and you go to a casino for the first time and win what are the odds you enjoy the feeling and come back? They may cash out quick one time, but eventually they will see the long term play and Steemit grows because of it! Just my opinion, but I think that theory is plausible.
