Since nobody is taking the lead here and there are not enough players signed up for me to stay out of it, I will say what I was thinking the other day:
Since the 3 spawn zones are towards the north, the safest place to be near the end when the board is full of zombies is closer to the clinic. We should have stock-piled a few Molotov's and use them to block the zombies while we finish off the last few workers at the clinic. In other words, work from the TOP of the board downwards. Just break out of the clinic and move directly to the top, then work our way down, always moving away from the zombies as we go.

I had the same thought. And... I think zombies who can get at civilians will. So if we leave humans alive but batter down their doors, they'll either take care of the zombies for us or the zombies will take care of them... Unless we're in the way...
Would you prefer to have the zombies go after civilians? Or would that make our job too easy?
I would! That's what I enjoy about this idea... Our job is to create a zombie horde to destroy humanity! I also had imagined that the zombies wouldn't attack us, but it's your game, and I see your positioning. I figured difficulty would be increased with more powerful civilians... we'd be building a zombie army, after all, so they'd get increasingly concerned.
Ah... OK, sorry for the mis-understanding. Very well, then... Zobies WILL attack the NPC's if they are attracted to them by sound or sight.
