Meet Twill: an open source CMS toolkit is a full-featured, free and open source web content management system that focuses on the development of various websites. A lot of functional user interfaces, task-oriented support and collaboration with various tools. The user experience is very friendly when editing content. The editor and developer UI runs on all versions of the mainstream browser windows and Mac OS. User UI supports many types of languages.
Developers can manage layout extension systems using Asp.net Razor, Web Form, MVC and XSLT. Let back-end developers, front-end developers control the details.

I don't understand. Is Twill a CMS toolkit that adds some functionality or a full fledged CMS? I have heard of a lot of Laravel CMS, but this is new to me.
