What do you mean quantifiable? And why does someone, even policy makers need to know how change has happened? That too by looking at what exactly. Just show them two pictures from before and after that show considerable change. Other stats for policy makers must already be available. Like how many new homes were built? How many parks destroyed etc. It would have been great if its only meant for fun to see how a place has changed. And that itself is good enough to attract users. Policy makers, i doubt, need this.
