Steemit is an increasing populous community. Seeing more beggar becomes more common, in a form of asking for the upvote.

We become immune to the normalcy of beggars here.
These poor people behavior is a global epidemic in our ecosystem. And this becomes a serious problem. It is threatening our community.
It is a disease and it needs to be cured.
But...
Before that, we need to understand the disease itself.
The act of begging is a target behavior. The donations received from the act increases the likelihood of the behavior.
The fact is that not all people are so generous. Do you think that beggar should lose hope and stop their habit?
I don't think so, begging, the more it does the more they feel reinforced.
Why choose to be a beggar?
I believe, as a freshly new-comer to Steemit, no one wants to choose to become a beggar at first.
But later, once they found that their creativity is not rewarded as hoped, worsened by when they witnessing other low-value creativities are rewarded more, they become desperate.
They start to hunt rich people and ask for charity in a form of upvote for their post.
What Should We Do?
To stereotyping them all are spammers I don't think it as a wise decision.
Begging is an activity that driven either by laziness or they already try the best but still lack of support from the community.
It's not an easy job to distinguish both types of them.

That would be awesome. :-)
I have a plan to do so, but I need to examine more carefully the begging pattern, e.g the latest list by @hsynterkr . His 'begging' comment wasn't really a beg, he wrote it as sarcasm statement, an expression of getting sick of such a spamming behavior.
Probably, it may take some time to test the precision of the bot before going to the flagging system implementation.

Indeed, I do flag all these spammers because I also hate these kind of comments. They don't even read the topic before commenting. For instance, I posted a test post from the app we are working on without content and somebody wrote a comment and I was like "really" wkwkwkwkwk.

Do you mean an in-app chat between users or a discord chat for future users? If you are talking about the first one, yeah, we are working in an in-app chat for the users :).
For second option, we are looking for it. We will be creating discord channel as well as telegram channel for future questions and/or informations regarding the project.
