So, you mean the SteemIt.com website is centrally hosted? But two years back, somebody on the internet already said SteemIt.com couldn't be opened, and then 1 year after that, it COULD be opened. That why I think the website iteself is also decentralized and competing with govts' computers can solve the problem
Nah, I doubt, the blockchain is what's decentralized.

Anyway, a move to POW isn't gonna happen, it will make Steem super slow, we're stuck with dpos.
