Yes comments can increase your steem power. Comments build interaction and connections also apart from rewards. Low on steem power? You can invest in steempower by purchasing some. It is a good investment. Low on steem power? You can look for great posts that you feel have the potential to go trending etc and vote on it earlier than others but voting on comment could work in this case, as not many people vote on the same comment, helping you get a large proportion of the curation rewards.
