Yes, the tone is different, but it is a functioning instrument. They are cute indeed :-)

I guess this is for little kids. Some start really young. My daughter started violin at 7 on a half size. 12 years on she's still playing. We bought her a nice instrument that's about 100 years old.
Yes, there are some instructors who will start kids really young. This was a first, getting to actually see one of the smaller violins. 100 year old violin- that's very cool. There is a special quality to many of those older well built violins.
Is this a Viola??? Or is it smaller than a Viola? I had a friend in elementary who played Viola and I can't remember how big hers was (especially in comparison to her young child size lol). Super cute, super cool find!!
