The reason we cannot is due to the bot tracker when people bid other users know exactly how much is in the queue and when we will vote, they will stop bidding at a certain amount. When we have to refund it, it comes right out our rent which we pay around $20,000 USD for. So we are unable to refund on user errors due to the bot tracker site that we have no control over. If you feel it is a scam, don't use it, but we are very clear about it.
