Why does a proposal for an open source project need to have a technical background? It is much more about the fact that the Open Source project can be improved by suggestions so that it brings more advantages in the future.

Honestly and with all respect, I do not really get what the problem here is.
Suggestions are ideas on how a project could improve.
Instead of the expression technical aspects I would at least like to have the option to receive ideas about functional aspects of a project.
These are in the end the real deal, a good idea is what makes the world go round and as far as I can see those are not bad ones are they ?

With all respect we, the moderators have to follow the rules and it is clearly mentioned that features must have have technical background.
However if the PO's want to receive suggestions on the functionalities of the project, we are bound to change our decisions.
I would really appreciate the project owners if they take a few minutes to score a contribution on their respective projects as it will ease the moderation process.
