Judging by the cut, it was definitely a human action. I thought the tree had fallen because of heavy rain.
Here in my region, depending on the rain, there are always trees falling.
It looks like the burnt remains of an old tree, and then a younger one was cleanly cut later. This is a stormy and windy area, so trees sometimes have to be brought down for safety.
