What you are assuming is that when the police and the firefighters show up they will have actually caught a perpetrator in action. Without that person it could well be that the caller could actually be the perpetrator.
Regardless of the accuracy of the phone call via a transcript it does not excuse the whistle blower from any potential crimes committed in obtaining his hearsay...if he doesn't work for the government then he didn't witness anything first hand, that means it came second hand...meaning there was a crime committed by someone from within the white house talking about things going on inside a classified area of our government.
With the democrats changing the whistle blower law this year to include people with second hand knowledge that is suspect itself. Why did they feel compelled to change the law? That reeks of a set up in progress. That makes the background of the whistle blower pertinent, who he knows, who he went to first, who helped him...as the whole thing just reeks of a political set up and as long as they try distance him the more convincing it becomes there is something else to hide in all of this.
