Hi Jen. I appreciate your response (and hopefully continued engagement), and i appreciate you. i see you!

i think your opinion is probably correct regarding governance for "the core function of decentralization of the network is the security of the network". But this is not what i am talking about.

What i am talking about is Community Governance, which could facilitate more equitable and more effective decisions regarding stuff like reward distribution, downvotes, etc. and, perhaps even more importantly help enormously to steer Hive forward (with actionable accords for Network beneficial initiatives), by being able to accurately determine true consensus of what the members would like to happen.

At the moment, with Hive Proposals being entirely voted upon and chosen based on HP "weight", and not adequately (in my opinion) discussed (or voted upon) by the majority of members, any proposals which could be very good for the networks as a whole, but perhaps not so good for the larger stakeholders, have little chance of being funded & moving into being. Therefore, in this respect i think the eco-system is stifled, is far from it's potential.

I do not know what "bottom-up, multi-level, pure democrity consensus community governance system" is. But I can see many different systems can be built on top of Hive as a second layer. Just like different tribes have been experimenting with different systems.

Yes, for sure i think that the system i am talking about would be likely best developed initially for and within a second layer Hive (or elsewhere) Community. This would be necessary to develop, test and trial it on a smaller scale. When (if) proven successful, other communities would then likely also adopt there own Matrix-8 (or other similar) platform for their own autonomous community governance. However, all the users of these 'subway-platforms' would have access to a "master-platform" which would in time enable community consensus for the entire eco-system (ultimately for worldwide use independent of any community, whether Hive or otherwise).

One of the keys to this type of system is that users, over time would build up a "Trusted Reputation" score, based on the feedback from their immediate peers, those they have actually interacted with (in 8-PAC's).

Another key is the anonymity of the consensus mechanism. This would help ensure that users could be free to discuss and vote without fear of retribution by those who don't like (or are fearful of) what they say. Fear of potential downvotes from whales are one such mechanism which can stifle free (and potentially very helpful for the network) speech on Hive. Potential de-platforming (on other networks), incarceration and other violence is another way humanity is stifled, which perpetuates violence and mass-murder in the world, all for the pockets of the (already) "fat-cats". If I understand correctly, you are suggesting a system where rewards distribution and governance is decided by majority rule rather than based on stakes.

I doubt it is even possible within DPOS system. But it can be an interesting experiment on layer 2, like tribe economies and governance.

The Matrix-8 Solution is not the meritocracy of POW or the oligarchy of POS. But, it can still include either of both of those in some power-sharing construct. It's unique innovation is that it can also be solely a Direct Democracy. It is up to you how you wish to structure Governance. And as I see it, optimally it will eventually leave that decision up to the individual Participants themselves.
