The Decentralized Hive Fund was built by @blocktrades on the Steem blockchain with little community discussion, and was funded with >= $50,000 by Steem Inc
With the exception of one proposal by PeakD that has been acquiring votes since October of 2019(and is advertised on one of the two places to check proposals) there are no proposals funded with out @blocktrades support.
For reference:
- The return Proposal has 21,457,328.535 HP voting for it.
- The next proposal to achieve funding(with @blocktrades support) has 17,571,943.687 HP and has been collecting votes since April 2020.
- The next proposal to achieve funding(without @blocktrades support) has 15,433,304.105 HP and has been collecting votes for 1 month.

Below I've included all accounts voting for the return proposal with more than 10K HP

Many of the people in this list would rather not see DAO funding for much of anything. But I just wanted to clarify how "decentralized" the Hive DAO is. It's very nearly in the hands of 1 account. If you are voting for the return proposal, the best you can do to support a project is bring the vote balance back to zero by voting for both. I encourage everybody tagged to reconsider your support for proposals. With the current mechanics a vote for return is very nearly a vote for centralization.
A key tenet of Proof of Stake is not being able to control more than what you own. Much like a vote on Hive can't draw more inflation than that account has HP/Voting Power. With the current set up an account with roughly 3% of HP has very near complete control over 10% of inflation. I can only recommend an overhaul of this system so that votes are ranked choice, and influence on proposals is constrained in much the same way as other inflationary votes are... The witness voting system could use the same metrics, 30 full votes for 20 spots already caused enough issue that we had to fork our chain... but the powers that be just changed witness voting to a 30 day power up instead of giving up their centralized power.
A little about proposal 148 / 152
DLUX had the first VR Editor on any blockchain, beating Decentraland by 1 day.
Proposal 11 asked for support to build DeFi in September of 2019. Before Uniswap drew billions to ETH, or most people even knew what DeFi was. Yet it's still been impossible to find enough support here to draw from the DAO like Hive_keychain can do for ~40 lines of code per month.
Hive is carried by few enough exchanges that blocktrades feel comfortable drawing 3-30% fees for trading like this. Hive-Engine charges 1% fees each way and is so secure they lost 40K Hive just this month, and their P2P witness system won't prevent a similar loss. DeFi and non-custodial funds will makes these fees look even more ridiculous. It's known they've turned the return proposal here into "flagwars for grownups," at least they don't invite kids to the circle jerk.
Additional votes over 15 HP for information:

I specifically don't vote on the return proposal because it has far to much hp on it already. The bar is set waaaay to high, it's like we're afraid to spend money.
Agree. The Return Proposal sets way too high a bar.
Personally the return proposal really only needs to be as high as the highest hive holders HP + a nice buffer, that way it still prevents whales from solo milking the DHF or colluding with a few others.
Thank your writing this.
We’re too early with DAO and I’m sure things will improve with time.
HIVE needs few new whales 🐳

Removed my vote. Hope your proposal makes it into funding.
i kinda just learned about it few weeks ago, and it is a bit over my head of how it works and what it is. And i listen it on Crim's show and watch an interview yesterday.
is there an explanation for "as i am 5" people?
peakd is 6mil about the return, so it is possible. not easy but possible.
PeakD has votes from before Steem / Hive Split. There are people supporting that proposal that have never even posted on Hive. Given the split and how the community went in two different directions it might not be possible any longer. 15 months is a long time, and as stated, they have special section on their site for their proposal.
Imagine trying to vote for a third party president, you may have 5% of the vote, but you'll never have 5% of the power. It's winner take all.
could be, i did not look at it.
i am just saying, maybe you can't get it funded but try to show it to more people, and do it as we are all 5 :D i just seen the 360 linked pages, but i even don't know why is it cool. it is interesting but we are stupid, we need to see why is it cool :D
the swap dex or what ever is it called, that i also don't understand what is this doing. I sure did not do a lot of research, but i don't need it ( i don't know that i need it), and i don't have tech knowledge. and if i did not hear you on cyberbuzz i would probably not even know about it, because i would not be looking for it.
It's really hard to explain these things and why they are needed. Most people don't know how dollars work, they don't know how facebook works, they don't know how a computer works.
Have you seen Ready Player One? There is this big corporation IOI that tries to take over the VR space where everybody spends their time. Facebook has kinda done that already. Non-custodial exchanges like DeFi on ethereum side-step a lot of expensive regulation by being information asymetric, which means everybody can have perfect knowledge of the workings, ETH also derives their trust from making every miner review everybody and performing all computations which is millions of times more expensive.
Most of the work I do here is just showing off what we can do "together" through code. And there I go, off in to the weeds about why or how something works. For instance, above I reference a post about blocktrades charging a 34% fee for swapping Hive for DOGE. If there was a DeFi exchange I wouldn't have to wonder where he is pulling his quotes from, or if I'm getting the best price by checking several different exchanges. That information would be more or less controlled by the accounts or groups fighting to get me DOGE for HIVE. It's a built in market and the biggest reason why billions have flowed into DeFi on ETH.
I would like to see posts about DLUX and your plans and update on them rather than this.
Oh? You've voted for any of my weekly updates or the proposals? Did you buy DLUX or in anyway support my project? I don't even see your vote on these:

People might be busy, sick, and sometimes dead.
Don't assume everybody is your enemy because you couldn't get their attention in a good way.
If you didn't get the support by posting 5 times, try posting 100 times.
What a truth there. I don't like spamming the whole chain and know this may be your first time hearing about my project. But it's live and has been for years. Check out what @hallman did with a 360 Picture Gallery. https://peakd.com/dlux/@hallmann/pandemiczny-krak-w-vr
This is my first time hearing about your project! I will take a look.
I second that.
No offense, @disregardfiat, but these rants won't help you.
None taken. The metric for success here is what the return proposal will look like and if the conversation can move into changes.
You are on the home straight.
The problem with the HPS is not that blocktrades dictates wich proposals get funded. The problem is that out of the ~143 million staked hive only a fraction cares enough to participate in governance.. You "only" need 21.5 million to get over the current threshold.
I don't think that complaining about not receiving support from the big accounts is a good strategy (it is what it is). Instead you may consider targeting the stake that is not participating. The combined stake of all of the "dolphin" accounts is enough to surpass the return proposal (for example).
The DHF works exactly like witness voting. We have more than enough posts talking about the problems there... they existed long before the DHF was proposed. This post highlights that issue. This post is also hoping that at least some people who vote for the return proposal would agree with me, which would make asking more dolphins and orcas that much easier. I haven't given up, and all my posts encourage stake holders to take a more active roll in on chain governance.
That's correct.
Blocktrades is doing us all a favour.
If your idea is really good, either it will naturally make money or Blocktrades will support it.
Well it seems like ideas that I executed or proposed here first have brought billions to Ethereum via Decentraland or DeFi. A trip down memory lane is Proposal 11, which proposed this same method for DeFi before anybody knew what it was on Ethereum. Meanwhile Hive has fallen about 10x relative to bitcoin in that time. On the other hand Blocktrades supports a lot of projects that bring little value right now as of course they've been unsuccessful in that time frame of doing anything but depressing the price. So I have to disagree with your assessment based on the state of the market.
Thanks for the mention. I specifically vote for the return proposal because I think too much value is lost for Hive through the proposal system. Beneficiaries are developers who already easily earn by programming with blockchains, with exchanges, from their stake and often advertising.
A lot of successful and lucrative projects were accomplished without the proposal system. They get already a lot of money from Hive.
Give 'em hell!
It's time things get shook up again, iyam.
If we don't like how the ruling cabal runs things here, we can always fork it.
With a little
luckproper preparation, we take enough folks with us to float.
