Dolphin Council: Proposed constitution, presented for comment

Constitution V 0.9

This draft is presented for comment before it is put to a vote:

Aims; the Dolphin Council exists to promote people and projects that help enrich the user experience for all users on the steem blockchain
1.a Users; are stakeholders, content creators and ultimate consumers of the steem blockchain.
1.b Enrichment; means to take and support actions which add value to the steem blockchain.

Membership Requirements;. Types of members;
1a. Founding Members; are all those who meet the Full Membership requirements and who vote [via d.poll within 7 days of this post being posted] for the genesis constitution. The steem blockchain user names of these accounts will be included in the founding post with the first ratified constitution)
1b. Full Members; membership requires the account's wallet contains 5000 (or greater) in Steem Power at all times. All those who meet the membership requirements and confirm their desire [by posting, commenting or resteeming this post] to be a Full Member on the steem blockchain will be registered as a Full Member by the Council.
1c. Other types of non-voting memberships; Full members can pass a motion to allow in a sub-set of users or a single user. These types of members currently include:
1c.a Friends of the Council; are users who support the constitution of the Council and have stated this on the steem blockchain. Users can do this by resteeming this post from their account on the steem blockchain. Usernames of these accounts will be included in the founding post with the first ratified constitution

Anyone who meets the membership requirements for any type of membership, cannot be denied the same membership benefits as all other members of that type.

Membership benefits; all Full Members and Founding Members can
1a call a vote; and
1b cast a single vote ;

Friends of the council; may have temporary benefits, such as votings rights for specific motions only as put forward by a Full Member. Any other permanent benefits can be added by way of a change to the constitution

Voting; Only two types of votes can be called and only members with voting rights as stated in this constitution can vote, each eligible member will have one vote:
1.a General motions; need greater than 50% majority (50% quorum) and can suggest an idea that members are encouraged to follow
1.b Special motions; are able to change this constitution and need a greater than 75% majority (75% quorum) of Full Members

Looking forward to working together to help get more involved around the ecosystem. I think we should ultimately add more thoughts about how to get more users into the group by increasing their Steem Power.

Great idea. We should all be claiming our free account tokens at steeminvite.com. It takes me about 3 days to recover my RCs to request another. We could then work on smart onboarding focusing on good content creators. My feeling has always been that create the content and eyes will follow.

This is super vague, probably on purpose to keep it open and unrestricted, but maybe you could put together a few examples of what the council might actually do. Sounds interesting to me, but the idea of commiting to something without any idea of what it might stand for is a bit off putting.

What it does will be determined by the members. What we are creating is the framework for coordinating and sharing ideas in a way they can be actioned.

Feel free to suggest changes, this was the purpose of this post.

Examples of motions that could be put to vote:
All members are encouraged to vote on X, y and z as witnesses as they support feature X that would be aligned to the councils values.

Or

A motion could be passed that makes it a requirement for all members to be full members to delegate X amount to a project for 6 months that the council feels needs immediate funding

Etc.

Re: Membership Requirements;. Types of members;

With a stake based blockchain, membership on the Dolphin Council should be transparent and verifiable on the blockchain while being inclusive to all eligible stake holdiers, in my opinion. A simple and inclusive definition of membership might be, An account containing 5000 (or greater) Steem Power in its wallet, at all times.

How a vote is called by a member then needs defining, methinks. Perhaps a tag in a post of #dolphincouncil could be used in official requests/motions. Or even other useful tags like #dolphincouncilvote, etc..

Once that is in place then the Charter could be hammered out further without ninja mined amendments. 😎

I do not know how active I will be as a friend of the council. I do see it as a good thing what is trying to be done here, to give voice to those that feel they have no voice in the social aspects of the blockchain. There are as many different peoples from all over the world, and for a system that is supposedly decentralized, it seems that more centralization and consolidation of steem power is being done every week in the one location.

I believe that having a week to vote on items the council feels are important is a very big plus in my eyes. Yes it may slow down the speed of implementation of certain things, but at least it does not restrict the vote to a 12 hour block of people, and exclude half the world, and it provides a sufficient amount of time for people to carefully think it over and through, and not have to rush to vote.

Perhaps I'm missing the logic of background on this, but making a council where people are primarily qualified by being called a "dolphin" with 5K SP+ is a decent way to continue centralizing and segregating the heck out of this place. No offense. I really just don't understand this at all and would like to learn if you don't mind elaborating.

With 5000sp you need 200 accounts just to have a million. Cant centralize with that anyways. but a voice maybe. With all the recent events, ned, his lies, and power down, i see it as a desperate attempt by the people that just wanna protect their interests and steem

I would say it's not a competition.
Crypto is about community building.

oh yes it's certainly not meant to be competition for power.
but at the same time ned and a few other whales will always have enough control to nullify whatever council/community that may come up. we can't pretend they don't exist.

in the similar sense i like how @kabir88 plans on utilizing dpoll and the open discord channel because it's such nuance and perception that make all the difference. otherwise this dolphin council would be exactly the same as what haejin is doing.

I think the dolphin cutoff is a good starting point.
Once we have some more organization we can think about scaling up.
Any system with one:one person:vote needs some kind of limit so the votes don't get diluted.
If we decide to fund a project or punish bad behavior it is stake holders that can accomplish these goals.

Sounds great i think it needs an upper SP limit

I've read the discussion about multi accounts and splitting SP... I think as long as people is willing to split their personality to get two votes by splitting SP, creating a second discord user to be linked to the second steem user and all accounts are actively either curating or posting this might be a good compromise.

Believe me when i was running the projects i discovered how time consuming it is to handle more than 1 account properly.

Still two weeks to finish my power down for consolidation and my trading to power back up.

What about polling the dolphins on the discord about their expectations of constituting and joining the council....

See what dolphins wants, and if in line with what council wants to do :P
